The problem isn't just that the vaccine is viewed as encouraging young girls to be promiscuous, since it supposedly prevents an STD. That is really a side issue; if you're concerned about that, why not take a look at what passes for popular culture today, or what they teach kids in 'sex education'.
No, the important thing here is that the vaccine has been linked to thousands of so-called 'adverse reactions', and what's more, it only targets a limited number of strains of HPV virus, not all strains, so even if it was 100% effective, which no vaccine is, it would not protect you against HPV. And the link between HPV and cervical cancer is dubious too.
If you market your bioweapon with lots of pink, girls will think it's cutesy and go along with it. Very sick.

One Less what? One Less on the way to 500 million? A little inside joke. They probably laugh about this back in the Lodge. It's all very funny to them.
